Helping Ourselves

When disasters happen, where do we turn?
O LORD, what are we that you should care for us? mere mortals that you should think of us? We are like a puff of wind; our days are like a passing shadow. Bow your heavens, O LORD, and come down; touch the mountains, and they shall smoke. Hurl the lightning and scatter them; shoot out your arrows and rout them. Stretch out your hand from on high; rescue me and deliver me from the great waters, from the hand of foreign peoples, Whose mouths speak deceitfully and whose right hand is raised in falsehood. - Psalm 144:3-8
While many have evacuated their homes in Texas, some have chosen to stay and deal with Harvey, now a category 3 hurricane.
If we choose to stay in harm's way, is it still up to God to save us, or are we on our own at that point?
I like to think God is always with us and will help us even if we choose to make mistakes, but I don't think I would tempt fate.
Why put myself in greater danger if I have been warned that it is imminent?
So, we pray for those who are in danger, but we wish they will do all they can to help themselves as well.
After all, God gave us a free will, and I am sure He did that so that we would use it to help ourselves.
