Justice Denied

I don't understand how someone could stand by and watch or video a horror taking place and do nothing to stop it.
Finally, be strong in the Lord and in the strength of his power. Put on the whole armor of God, so that you may be able to stand against the wiles of the devil. For our struggle is not against enemies of blood and flesh, but against the rulers, against the authorities, against the cosmic powers of this present darkness, against the spiritual forces of evil in the heavenly places. Therefore take up the whole armor of God, so that you may be able to withstand on that evil day, and having done everything, to stand firm. Stand therefore, and fasten the belt of truth around your waist, and put on the breastplate of righteousness. As shoes for your feet put on whatever will make you ready to proclaim the gospel of peace. With all of these, take the shield of faith, with which you will be able to quench all the flaming arrows of the evil one. Take the helmet of salvation, and the sword of the Spirit, which is the word of God. - Ephesians 6:10-17
What is the point of putting on the armor of God and not go into battle against the evil the armor is protecting you from?
People are protesting and rioting all over the country because a police officer, someone we trust to protect us, choked a man to death in public view. Standing right beside him was another officer who did nothing to stop him.
Neither did the person who took the video.
Why aren't they arrested as well?
If you see something and do nothing, aren't you acting as an accomplice?
When we see evil taking place and do nothing to stop it, we contribute to the denial of justice for the one being harmed.
We all have a right to protest. We do not have a right to burn down businesses and police stations because we place blame on everyone for the actions of a few. What we should do is intercede when the evil occurs.
I don't know how those who could have saved George Floyd can live with their decision to do nothing.
I know I should add them to my prayers, but I find that hard to do.
